Federal Skilled Worker deadline?

I found this on cic.gc.ca website:

New: All applicants in the Federal Skilled Worker Class, must submit their initial application to the Centralized Intake Office in Canada as of April 1, 2009.

Does it mean the deadline is passed and I can not apply for Federal Skilled Worker anymore?

This is just one advise that after April 1,2009, all new applicant have to send their documents to Sydeny office and not to local office. Before we use to send our applications to Local Visa offices/Embassies but now rules has been changed. Hope things would be clear now, there is no deadline at the moment, you can apply when you want.

i aplied under FSW category on 22nd april 2009 from india..
the application was submitted through a lawyer based in canada novascotia...
please guide..
