Federal Skilled Trades Vs Canadian Experience Class

Person who eligible for both Federal Skilled Trades and Canadian Experience Class, getting invitation in Federal Skilled
Trades so if he/she is not qualify in Federal Skilled Trades program,

Is it possible under Canadian Experience Class again or what will happen?

I think CIC or the system of EE who choose which program you are suitable for and you can't change by yourself.
But let me ask a question my friend: do you know anyone under the FSTP from outside Canada like me and get invitation ?
I am under NOC: 7313 and traveled three times to get the certificate of qualification and after all these struggling FSTP candidates compete PHD and high educated person in the same pool and for sure those FSW will win for their high scores.
