I've signed up to this forum as there appear to be some very knowledgeable participants, and I'm looking for someone who knows what they're doing!
In a nutshell, we've been in Quebec for over 3 years on a temporary work permit. We applied for federal PR just over a year ago. We didn't go for QC nomination as our lawyer said we wouldn't qualify. We instead said that we intended to settle in Ontario. We sent the realtor's contract (our house is up for sale) and a letter from the company I work for saying they were happy for us to relocate to Ontario and move the business there.
We were accepted for PR, and the COPR had destination as a town in Ontario, where we'd like to move.
But... we haven't sold our house yet. There are just no buyers out there this year. We could drop the price further, but we'd end up losing money. The lawyer said it wouldn't be a problem and we should use our address at the border but take the sale contract and company letter with us.
At the border, the agent said that he couldn't use a QC address without a CSQ. I explained that we were trying to sell, and would move once the house sold. He wasn't interested in seeing our contract or anything else, as he said the system just wouldn't accept it. I should mention that he seemed very reasonable and didn't seem to be wanting to make a problem, but his hands were tied.
So we came back in on our TWPs, and PR is not activated.
The lawyer was surprised that this happened, and has suggested that we rent somewhere in Ontario, but we're strapped for cash and can't pay a mortgage and rent together.
As far as we can see our options are:
Try and rent this house, and rent in Ontario.
Try entering again, and hope the issue doesn't come up (although I'm sure our first failed crossing will be logged somewhere)
Activate it in Canada at a CIC office (probably Ottawa). This is what we were going to do first, but when I called I was advised to "flagpole" as it was much quicker! But, at least we'll probably get the chance to sit down with them, explain our situation and find out what our best option is.
