Federal Income Table for Parents Sponsorship

I am invited to submit a complete application to sponsor my mother as part of the 2018 Parents and Grandparents Program. I have a question regarding Federal Income Table. In 2015 and 2016, we were 4 member family but in 2017 we became 5 member family. Which income amounts for 2015 and 2016 will be applicable for my family? Thank you.

You must meet the income requirements for 5 family members for all years including 2015 and 2016.
