Federal Employee Canada (OCI Card)

Hi, I saw few forum threads on federal employee getting rejected for OCI card, some said they can apply. I am looking for anyone who knows the answer

Can a Federal employee working in Service Canada apply for OCI card ??

I tried calling BLS they are giving me different answers nothing definite.
