Federal Case : Settlement

Hi,

My application was refused and my lawyer has filed a case in Federal Court.
CIC officer has given GCMS note where refusal letter has been attached.

Do anyone know what is Settlement and at what stage settlement will be happened?
Also is they any official communication requires for settlement?
