FBI clearence

I went to the local police station and they do not keep fingerprint card.

Will you consider the fingerprint form on the website of FBI the same as fingerprint card.
if that's true then I can download fingerprint form and submit to the FBI because I could not find card at the local police station and I don't see any private fingerprinting agency nearby my place.

Please answer quickly

Obtain a set of your fingerprints (original card, no copies). Your name and date of birth must be provided on the fingerprint card.
Fingerprints should be placed on a standard fingerprint form (FD-258) commonly used for applicant or law enforcement purposes.

The above given information says that "Your name and date of birth must be provided on the fingerprint card",I could not locate any Card ,police station in my area do not have finger print card.I don't have finger print agency in Hudson,NH

It's in the FAQ on that site:

7. Can I use the fingerprint card I download from this site?

Yes, the CJIS Division will accept the downloaded paper fingerprint card only for the purpose of requesting a FBI Identification Record for personal review. Although, if you go to a law enforcement agency or private fingerprinting agency to be fingerprinted they may prefer to use a fingerprint card on standard card stock. You may use the fingerprint card provided by the printing agency.

So the bottom line is that I should download form from FBI Website and get the necessary work done and send it to FBI along with the cover letter.Then I will get the clearance from FBI which I have to submit to the visa office.Is that correct?

Yes. The FBI letter will be sent to you directly and you send it along.
