Ok a little confused been reading the cic website. My husband is american do we need to send the cic a state police certificate? Or am FBI clearance?? Where would I get the FBI clearance how long would this take? And also do u file all the paperwork together? Theres two sections on cic the sponsorship part and the pr part do we send it all together??

1. Just the FBI. If CHC wants the state certificate, they will request it.
2. About 6-8 weeks these days.
3. Yes, you file everything together. You send the whole package to either Vegreville (IN Canada spousal) or Mississauga for (Out of Canada spousal)
 
Here's a link to info on requesting the FBI background check: http://www.cic.gc.ca/english/information/security/police-cert/north-america/united-states.asp. You don't need to do a cover letter anymore. As PMM said, the estimated time online is exaggerated. I think I got mine back in about six weeks this spring.

I'm in the process of starting my application. I mailed my wife's fingerprints to the FBI today but cannot wait six weeks for it to return. Can I submit my application first and forward the FBI letter results once it comes in? Or should I wait the six weeks and submit everything together?

It's a gamble, if you send it without the prints, there's a chance by the time your results arrive, the CIC hasn't started on your spouse's application yet, and no foul. But if they get to your application before your results, they will send u a letter that the FBI thing is missing, and give you instructions to get them, and in the mean time, they will delay your application.

And it's stupid because there are some people who were asked to re-send FBI results again after waiting so long for their application to be finished.

I had the same question, and i visited the Canadian Embassy here in Hong Kong. I spoke to a CIC rep over there who told me that i don't have to wait for the police checks before i send in my application. She told me to submit without the checks now, and then when i get them send them in. I am writing a letter saying i spoke with someone from the VISA office and that i will submit the police checks once i get them.
 
Everything unknown with CIC is a risk, since they are completely inconsistent to the point of unpredictability. However, my app was sent without meds or my police certificate. I did both after AIP (so I had a UCI number to reference to try to insure things were matched up with my file), and I got lucky. I got AIP and DM at the same time.

You have to make your own decisions. CIC doesn't help much. We can only help so much. But if it were me, I'd send without police certificates and include a letter that I would send them later upon receipt.
 
You're right, it's a lose-lose situation with both options. In that case, I'll submit it without the application without FBI Certificate and hope it comes back in time.
