Father surrendered PR, forgot his PR number, needs it to visit for my wedding

I am writing this on behalf of my father, who currently resides and works in Korea. He was a landed immigrant in Canada in 1997, and soon became a permanent resident a year after that. Then he chose to return to Korea to continue his work, travelling between Canada and Korea half a year each, in an effort to meet the requirement of the residency.

Eventually, he wasn't able to keep up with all the travel requirement and had to make a decision in 2007. He decided to give up his residency and stay in korea to continue his work. He assumed by not meeting the required length of stay in Canada that his permanent residency was automatically forfeit and destroyed his PR card.

Now with the change in travel document requirement, he cannot apply for eTA since he has been a permanent resident in the past and probably still lingers to be in the files somewhere, and he cannot file to give up the permanent residency because he cannot remember the original PR number, as it is a required section in the document.

He wishes to proceed with giving up current PR status, so he can obtain eTA for travel as soon as possible to come for my wedding, which happens in a few months.

Is there anything he can do to pull him out of this limbo?

And if he files to give up his PR status now, will he be able to apply for one again in the future?

Hi,

Does he have a copy of his IMM 1000 Record of Landing? Does he know his PR application file number?

Yes, if he gives up his PR status now, he can apply for another PR - if he qualifies for this

Cheers

1. To renounce PR status, his father only has to know the date he "landed" PR card is not required if it is already expired.

Yes, that's right.... the OP's dad does not require the details of the expired PR card.

However, to renounce his PR status, he must know his 'Record of Landing' number.

As the OP's dad became a PR in 1997, he would have been issued a Record of Landing. I distinctly remember (and referring to my previous Record of Landing), the Record of Landing number at that time started with a W followed by a 9-digit number. This number was at the bottom right section of the document

1. If he doesn't know or remember or have a copy of the COPR, IRCC can determine it from his name and entry. Just send the application, with an explanation.

All they really need is the approximate date of landing even just month/year, possibly landing POE, name, date of birth , citizenship and that should be enough along of course with current passport details, photocopy bio page plus a current photo for the file. Adding additional info with a letter of explanation does not hurt anything as more info able to give the better plus if able to upload via a MYCIC account linked to an ETA application even better in terms of getting a quick turnaround
