I sent the sponsorship application for my mother in 2007, My brother was a dependent child as he was under 22 and financially dependent. Almost 10 years have passed and no answer yet.
My brother now has a girlfriend and child and of course after 10 year he is professional and works, so is not financially dependent anymore of my mother.
My question is: Is he still qualify as dependent child?
He is not married but I think lives with girlfriend. Can this affect the outcome of the application?

If he has lived with his girlfriend at least 1 year he is officially common-law with her, so no longer qualifies as a dependent and must be removed from the application completely.

If he's not married and has not reached 1 year of living with her as of the time PR visas are issued and they do landing in Canada, then he would still be considered as a dependent and can stay in the app, and his child would also need to be added. As long as he was not married/common-law he could land in Canada as a PR, then apply to sponsor his girlfriend only after they got married or became common-law.
