Family sponsorship - father and brother

I have a father, who I know I could sponsor to come to Canada after I get my PR, but I have a brother under 18 in his care. I can see that I cannot sponsor my brother alone (I am married and moving with my husband), but if I sponsor my dad, can my brother come with him? Theoretically, we would like both of them to come together. Obviously, cannot leave my 15 year-old brother behind. If this isn't an option, could he come over on some kind of student visa to finish high school in Canada? I can't find any solution to this on CIC website, but I am hoping that someone has experience with similar situations.

You will need to live/work in Canada for at least 4 years making suitable income, before you even qualify to sponsor a parent. Then you need to enter a lottery to see if you're even allowed to submit an app.

If you aren't even a PR yet (and are not currently working in Canada, or intending to live in Quebec), then most likely by the time you can submit a parents app and win a lottery spot both your brothers will be over the age of dependent so can't be included.

Just to add, it was a Liberal election promise to raise the age of dependents back to age 21 and under. So for your 15 year old brother, that would give around 6 years before he may be ineligible, so you would have a chance.

Of course who knows if/when this change will actually be implemented.
