Hi
I have a friend who needs some advice.
He will be issued a visa soon (Spouse sponsored). What are the landing requirement for a spousal sponsored person.
Where are they supposed to land and can they go back after activating the PR, like sometimes done for Federal (they want to take care of some stuff before they move back to Canada).
Please guide me on this one.

He can land at any Port of Entry. He'll need a Canadian address for CIC to mail his PR card to. If he leaves Canada before getting the PR card, either he will need to apply for Travel Documents or have someone courier the PR card to him. If he lands in Quebec and didn't apply through Quebec, he will certainly need proof he won't stay in Quebec. He can fly or drive if he's in the USA, no issues there. If he's inside Canada, he can make an appointment to land at the local CIC office (which can take a few months, might not be the best choice for him) or go to the nearest USA-Canada border to "flagpole." He doesn't have to enter the USA and won't need a USA visa to "flagpole." (If he would require a visa to enter the USA.)

It's fine if he leaves again, as long as he maintains residency requirements ( 2 out of 5 years). If his spouse is a citizen and is with him, then he can stay even longer.

To land, he will need his B4 or goods to follow forms. If he's going to return to his home country and pack his things, he should make sure to fill out the Goods to Follow forms because anything not declared will be subject to duty when he imports them. Other than that, he'll need his passport and COPR. The landing is similar to the FSW landing, except he doesnt need proof of funds. His Canadian sponsor does not have to be there - it is not required.

There is no point in him trying to apply for healthcare yet. He should wait until he returns (unless he lands in Alberta and plans to live permanently in Alberta). He should apply for his SIN however.

Are there any restrictions that he has to land (Quebec) in the same province.

Actually I think he wants to come here activate and then go back. I am not sure but looks like he doesn't want his spouse to know that he was here and wants to be with her after 3-4 months or so. I know its a a a strange thing, I didn't probe why as it is a personal matter.

I was thinking that it might be a problem if he lands somewhere else (other than the province of spouse) and doesn't even show contact info if asked? Might be a red flag.

What are your views.

I'm not positive, but I think the sponsor can check to see if he has activated his visa...... that situation sounds very bizarre. If his sponsor knows anything about the process, she will know he must land before his medicals expire... She will definitely be able to tell a decision was made on the application by calling CIC or checking online. Very odd.

If his intended province is Quebec, then no. He can land anywhere. The only issue is when you land in Quebec, but you didn't apply for Quebec and get the CSQ or whatever it is you need for Quebec. In that case, you must show proof you won't be living in Quebec.

He'll need to have a Canadian address to give to the IO at landing. They won't mail his PR card outside Canada. That would be the only real issue I see there. Usually the IO is fairly laid back for landing (usually) so I wouldn't expect too much of an issue. They may ask where his wife is, just to make small talk. He can tell them he's doing the landing formality and has to go right back home for a business meeting or whatever - that's fine.

Totally agree with you :)

O he is supposed to go to Quebec, but, wants to do formalities somewhere else. So I guess it would be fine.
I will definitely recommend him to be in communication and work out whatever is going on, so that there are no issues. And then off course its up to them to decide.

Not wanting to tell the sponsor screams of fraud. I don't know the situation, but I hope your friend understands how that looks.
