Family size:Bedroom Restriction?

please if anyone can help me with few things.
1. Is there a restriction on number of bedrooms in the house that it should match to number of family members?(e.g bedroom apartment for family of 5 or 6 including kids)
2.Tenancy agreement should be notarized or certified in Ontario?

* children under 5 years, either of the same sex or opposite sex may share a bedroom
* children under 18 years of the same sex may share a bedroom
* a child aged 5 to 17 years should not share a bedroom with a child under 5 of the opposite sex
* single adults 18 years and over and any unpaired children require a separate bedroom

One more thing , sorry i forget to ask..
Am I allowed to stay in 2 bedroom apartment with three kids all under 18 (if i convert a hall into a bedroom as total rooms r 3) cant afford to rent a three bedroom at initial stage. Will owner ask me how many kids are staying or government can give penalty?
2. What documents I should collect for first year as my child is in high school and plans to attend university, what proofs are required for one year old residency to get a PR holder fees of university.
I am asking as i just read here in someone post that stamps of entry exit on Indian passport are not only enough to prove it. So what more I should collect.

1. You can use a hall as a bedroom. But from a regulation perspective, you won't be meeting the rules for the number of bedrooms for your family. The government will not give you a penalty. However the landlord/owner can refuse to rent the apartment to you.

Usually, you can go to the school's website to find those information. Generally, for grade 12 registration, you need to show the student/parent original PR card and document proof to authenticate the residential address in the school catchment.

With respect, why do these rules continue to get brought up? They mislead people completely. There is no legislation requiring this in Ontario. This is something that was developed to assess overcrowding and includes a gender and cultural bias which are quite offensive. Definitely NOT rules. Ignore them. Consult your municipality in Ontario for maximum occupancy rules. They differ by city.
