Family Photos confusion

For the application my fillipine spouse must fill out for sponsorship to canada, it states this:

Supply nine (9) recent photos for each member of your family and yourself (accompanying and non-accompanying). Photos submitted must be properly labeled at the back with the applicant's name, date of birth and signature.

1. Does this mean 9 photos each of everyone in her family, parents brothers and sisters?

2. Do the 9 photos all need to be different or is it just one photo duplicated 9 times?

1- she needs to supply pictures of herself and if she has kids, of each of them. no brothers, sisters, parents.. by family, they mean spouse and children
2- it is the same picture duplicated 9 times.
