I am just wondering if once I have petitioned my mom, and it has been approved. Can my sister who is already 24 yrs old and has mild mental retardation join her as she is her dependent? My sister is well capable in providing care for herself. She is just a bit slow in her academic ability but is able to do daily tasks alone.
