Family Member with Permanent Residency Visa not yet acquired PR Card

Hello Guys, I recently got my ITA and while i was updating my application i mentioned that my brother is a permanent resident and when i went to upload the documents they required a scanned copy of my brothers permanent residency card.

The problem is that my brother just arrived to Canada two days ago (also got selected through express entry) and it will take some time for him to get the actual permanent residency card.

So should i still mention him as a permanent residency holder or its better to remove him since he will not be considered a permanent resident until he gets the card?

He is a PR holder - get a scan of his COPR and upload an LOE with it explaining that due to the timing, he doesn't have his card yet.
