I am helping a friend who arrived to Newfoundland with the Family Based Humanitarian Program. She came with her husband and son. She has a son who lives in Newfoundland and a daughter who lives in Montreal. She had a hard time finding a job in Newfoundland and she does not speak English. She is planing to go to Quebec and live with her daughter and find a job there (she speaks French). What will be the best option for her ?

Is she already a PR? What do you mean by best option?

She already has her PR
She wants to live in Quebec because she is more fluent in French and her daughter lives there. I was wondering how can I help her. Should I tell her to stay in Newfoundland and learn English , find a job and wait for her Canadian citizenship to be able to go to Quebec?

If she is a PR she can live wherever she wants. Assume she hasn’t recently arrived.
