Failed Refugee Claimant and Express Entery

I wanna know that a failed refugee claimant who has left canada without notifying immigration after his claim was rejected, can apply Express Entery as Skilled Worker Class Immigration???

Even failed refugee claimant used false identity at the time of submitting his claim??
I am asking this coz at the end of the day he will be traced by his biometrics.right

That definitely makes it more complicated. You will need to declare that you are a failed refugee claimant and will also need to declare that you used a false identity (if you fail to declare this in your application, you'll end up with a refusal and a five year ban for misrepresentation). Hard to say how CIC will handle the case and what complications there will be. I would recommend working with a good immigration lawyer if you decide to apply.

You are lucky you did this in Canada and not the US. In the US you would be facing a lifetime ban.

It is not me. It is my cousin. But interesting thing is this that he got 3 years multiple entries visit visa.which has been expired this year. He has visited Canada 3 times on that TRV.

Hope he declared the failed refugee claim when he apply for the TRV.

In fact, he did not declared his previous record. And I am amazed that how comes he got TRV??

They don't do as thorough a background check for a TRV as they do for PR.

The fact he failed to declare the refugee claim in the TRV application is not good and he should expect this will complicate his PR application. He's now misrepresented himself twice: one as a refugee and again in the TRV application.
