extention of visa... urgent please help

my cousin is in canada. he has his visa till 31st march 2012. he has to travel to india for an emergency on 30th march.. he has an open work permit for canada till feb next year.. can he get his visa extended from india to travel back to canada ???? or is this extension of visa only valid from canada...

He will have to apply for a new TRV in India.
