Extension - work permit

I applied to cic through an agency to extend my work permit (NOC B JOB - working there for 5 months)but it was refused on the basis that the IMM5802 was not submitted and the compliance fee not paid by employer. The agency said there was no basis on submitting that form given that I had a open work permit, but at the same time , it clearly stated in the letter received from CIC that it was refused on that basis. I just don't understand, need ur opinion on this guys. Now my permit is expired

Which school are you studying in? They should be able to help you.
