Hi guys,

I've submit my CEC application in 2014 December and my PGWP is about to expire in 2015 December. My spouse just graduated last December and is preparing to apply for PGWP this month. I'm wondering whether he can add me into his application as spouse and extend my PGWP as well? (PS. He doesn't have a job right now but I do)

Can someone please help?

Yes your spouse can apply for an open work permit for you only if he finds a job in a NOC 0, A or B.

Otherwise if by October/November of 2015 your CEC application is not finalized, you can either apply for a bridge work permit on the basis of your CEC application that is in process or apply for a visitor record if your spouse doesn't find a job in one of the NOCs I stated previously.
