Hi I really need some advice and my case is a very complex one.

I recently applied for a second extension on my visiting visa, my first was approved however my second was not. I received a letter today asking that I leave the country immediately. I am currently awaiting a decision to be made on my PR. I have gone through the entire process, the last thing they asked was i submit a medical report which i did in January/February of this year. What i would like to know is since i am awaiting a decision on my PR status within Canada wouldn't that have given me an implied status here? The application is a family application which was made by my mother, she applied for me as her dependent. I really don't know what my next step should be after receiving this very alarming letter.

You will need to leave. There is no implied status gained by having a PR application in process. You would need to have a work permit application in place for implied status to apply.

You can try to apply for a brand new visa from outside. If you have been asked in writing to leave immediately, the clock is already ticking.

Unfortunately it seems you can do nothing about it but to leave. You can't appeal departure order as long as you are not PR or protected person. The best you can do is to leave and apply for new visa from outside Canada.
Please note, that if you received departure order and did not leave the country in 30 days, than departure order automatically became deportation order and you can bacame inadmissible to Canada for certain amount of time
