extending work permit

Hi. We are currently in the process of extending our work visa. However do we need to submit the requested LMO. We are both skilled workers. I working as a cook, my boyfriend is a mobile crane operator but is currently not working in this area.
Do we need to have an LMO or can we apply without one?
Would a letter from our employer suffice?
Do we submit the LMO with the application?
