What do you mean?
- If you mean as "accompanying" - only spouse and dependant children can be added as accompanying in an application
- If you mean as a "relative" (and therefore claiming points) - then yes, as long as he has PR/citizenship and you can show documentation of his status, proof that he is currently residing in Canada and relationship proof.
