My CRS is 397, I would like to know what are my chances of having an ITA with this score.
And moreover i would like to know if there is any way to migrate to canada without a Job Offer. If yes, then kindly let me know..

I would say try to improve your English score first. A lot of people are pushing really hard on their English competency. If you don't do the same, I afraid you won't stand a chance.

To migrate without job offer there are two ways:
1. Investor Stream
2. Come to Canada to pursue a Degree

Only CIC would be able to answer your question regarding what CRS would qualify for an ITA. Language proficiency (IELTS) is an area in which you can increase your CRS score. Else try the PNP route. Good luck.
