Express Entry, worth waiting? or reason enough to rush in?

Hi

I have this last decision to make about my application. well it's not really a decision but rather a dilemma :(

I intend to apply under FSW 2014, NOC 2145. Got my Engineering degree ECA report from WES (21 points), and my IELTS Score gives me 24 points (Listening 8.5 Reading 9 Writing 7.5 Speaking 8 Overall 8.5).
I'm a 25 years old single (12 points) and have no family or relatives in Canada. and me getting a certified job offer is just as hard as learning 3 french words correctly, both are out of question! which means i must get no less than 11 years in the Experience section (2 years). that sound easy, but here's the catch... ;(

I was hired for my NOC job (2145 - petroleum engineer) December 2012, the 2 years Contract will be completed on December 2014. Very likely will be renewed. but that means i can not apply before December 2014!
now with the Express Entry taking effect in January 2015, should i rush in and finish my application in that December? or should i wait and see??
And what if this new system has more complications and harder requirements, should i rush things and bend over backwards to apply while i still have a chance?

And since i'm already asking for help, i have another "personal" problem which i'd really like some feedback on...

My father left the family 23 years ago. He moved to a different city and we lost all contact with him. It was an ugly separation and ended with all ties completely severed. And needless to say, we kept it this way for our own convenience.
Recently, while preparing my own birth certificates for the sake of FSW application, I was made aware of him having remarried and fathered several kids (half-brothers to me) two of them are now over 18.
Do I have to mention them in my immigration application? This will require re-establishing ties to get key information such as birth-dates and place, their consent to government to issue their birth certificates, current address... etc. A scenario I'd really prefer to avoid completely by simply denying awareness of their existence and submitting my application without any mention or reference to them.
Will doing so have a negative impact on my application? maybe it will be discovered when running a background check on me?
And if that happens, then what? will i still be required to supply that information? (which brings me back to square one, long with all the unnecessary delay)?
Or worse, can it be considered ground for dismissal?
I'm completely lost here. if someone has an input on this, Please advise.

Thanks.
