Express entry: Work Experience, Employee reference letter and NOC requirements

I completed my masters education in India. However, WES has only recognised it as a dual degree.
Now I have a couple of questions:
1. Does ones ECA matter or actual educational credentials matter. Should we meet the employment requirements or just the main duties once we have identified our NOC?
2. Now I have 28 months of full time experience and 12 months of experience in part time as a consultant. Would this count as 2 or 3 years of work experience?
• Job 1 (Full time): 6 months (45 hours/week) (Different NOC- haven’t been able to figure which one yet)
• Job 2 (Full time): 6 months (45 hours/week) (Skill level A; NOC:4151)
• Job 3 (Full time): 16 months (49 hours/week) (Skill level A; NOC:4151)
• Continued in Job 3 but became a part time employee: 12 months (20 hours/week) (Skill level A; NOC:4151)
3. Does my first job with a different NOC for just 6 months even count?

1. Don’t know what you mean. For EE, you must submit ECA. For NOC, your education doesn’t need to match.
