Express Entry Vs OINP (Ontario Immigrant Nominee Program)

Hey Guys,

I am on 3 years work permit. I finished 2 one year's postgraduate certificate program from Toronto.

I have been doing NOC- A job since Aug 2016.

Could you please advise me on,

1- which way should be best to apply for PR. OINP - Ontario Immigrant Nominee Program or Express entry (Federal skilled workers)
2-can I apply for both simultaneously?
3-If applied under express entry, is there any way to apply for Nominee certificate to get the 600 points ?

1 - you have to first create an ee profile to be able to be nominated for any PNP
2 - oinp isn't accepting or inviting applicants at the moment.
