Express Entry - System Generated Error

Hi. It's been more than three weeks that I persistently receive the following system generated error when I try to upload my documents in GCKey for Express Entry Canada.

System-generated error code: FLN1U95E

This on-line service is currently not available.

Possible reasons:
1. We are currently updating this website.
2. We are experiencing technical difficulties.
Please try again later.

I've reported the technical issue twice but CIC's response was simply indicating to clear cache and trying different browsers which were not of any help.

As a result, I did a bit of browsing through the forums but I couldn’t find a proper solution though others have also experienced the same error. Your thoughts are truly appreciated.

You may want to turn off your Anti virus or try again in a friend computer.

I did. I've tried from Mac, PC, different browsers including Safari, chrome, IE11 and even Firefox.
I have also tried from different countries and connections
