Hey guys, I have a query. My brother has his permanent residency. But he does not live in Canada. Can I gain 15 points? I have his PR card to show - and birth certificate proof. He can come and open a Bank account in Canada. But do not have a lease or utility bill? Please advise guys ?

No - you can't. He needs to be living in Canada for you to claim the 15 points.

Is this also the case if the sibling is a citizen? The citizen sibling has to be living in Canada?
It's the same. Yes, the sibling must be living in Canada regardless of whether they are a PR or citizen. Otherwise you can't claim the points.
