Can i apply for express entry while staying here ?

How do you intend to convince IRCC you'll leave Quebec if you just stay there?

Currently my husband is unable to get any job here in Montreal.

You need to do better than that. That's not enough.
Do you have a job offer somewhere else? Do you have a lease agreement somewhere else? Do you have a date already set when you'll leave Montreal?
