Express Entry - Proof of Fund Canadian experience Class

I have more than 3yrs of Canadian work experience, however at present working under Valid Work permit with my current employer.
I would like to know whether is it required to show proof of fund to get PR or my processing time may get delayed.
Your suggestion will be very much appreciated.

As long as you're a CEC applicant no POF is required.

In cic website, I found as
A work permit on its own is not a job offer, even if it is an open work permit.
Anyone can explain me what exactly this mean to.
