Express entry profile

Hello,
If I want to apply for PNP program,still I have to create my profile on CIC first? or I can apply directly for any province,whenever it open and ones I can get ita from nominee then I can create my profile on CIC,m asking this coz I haven't got enough ietls score,so m not able to apply for express entry.

Mostly yes, but there is some exception like Manitoba PNP, I think they require to apply for PNP then create EE profile,

The rest require EE profile first I suppose.

But better to check there is a great post about PNP's on this forum simply explaining overall "picture" of PNP's, look for it it helps a lot.
