We sent our PR application (i am the sponsor) on April 16, 2015. I was wondering if you can also apply for Express Entry?

I don't see why not. I am the sponsor for my wife and sent in our application on April 27th. She also has an express entry profile at 450 points and we are waiting for the draw score to come to 450. If she is invited to apply, we plan to include a cover letter with her application explaining that she has also applied for spousal PR, but would like to continue with EE, as we know it is much faster.

Only downside is that you will have to pay application fees for both applications.

Yes you can if you are eligible.

Please correct me if I'm mistaken. I am under the impression that you cannot apply for Express Entry if you are:

"a grand-parent, parent, spouse, or common-law partner of a Canadian citizen or permanent resident living in Canada, an applicant under humanitarian and compassionate grounds, a refugee claimant or a failed refugee claimant;" NOVA SCOTIA DEMAND: EXPRESS ENTRY STREAM

My husband and I looked into this possibility as well, however, as you move forward in the Express Entry application process, it begins to ask questions about whether or not you are married, and it assumes you will be traveling with your spouse. It did not give any ability to say your spouse is Canadian. Why? We figured because it is assumed you will apply under Spouse Sponsorship rather than FSW.

When we made the EE profile, it asked us if the spouse will be travelling to Canada with the primary applicant (my wife) and we answered no to that question as I am already in Canada. It did not ask any further questions about the spouse. Under the question asking about relatives in Canada, my wife has listed me, her relation to me, and made it clear to CIC that the spouse (me) lives in Canada.

That quote is specific only to Nova Scotia's PNP program. It does not apply to the federal Express Entry program, nor to Express Entry PNP programs in other provinces.
