i have assessed my points for express entry ,score is 548 ,but the problem is ,i have applied PR( federal) in 2009 which was refused in 2010, now it comes to know that 100 points will be cut for that case .is there any solution for this ? because its been 6 year when i applied .thanks.

EE score will be based on your current status i.e. WES, Work exp, IELTS, etc. It has nothing do with your old application.
The only way 100 points will be deducted is if OP was talking about or confusing Express Entry with the Manitoba PNP scoring system:

In the CRS system, you get no points for a blood relation.
