Express Entry or Spousal Category.

Hello, my niece is a Canadian citizen and she is married to an Indian citizen who wants to come to Canada. My question: Can he only apply through Spousal category or can he apply through Express Entry as well by specifying that he is married to a Canadian citizen?

Details: My niece is a university student (unemployed) and her husband is a Software Engineer who falls in the skilled labour category.

He can apply on his own but will have to mention he's married. I doubt she can sponsor him before she's working
