Express Entry or PNP for central government employee

I am working in central government department in india as central government employee. I have 5 years work experience. I am still working in this department. I want to emigrate to canada. Please guide me i have not done ielts till today. But i know i can score 7 bands in each module. Reply awaited. Thank you.
