Hi,
I have a decision to make and would love your input.

I have been trying for the Canadian PR through the express entry program for this past year and currently stand at 417, but as we all know the minimum score the draw came down to is far from the same. I have about 5 years of work exp in the hospitality industry including a year and a half in the US. Further, I have a Masters from the US as well.

I have appeared for an IELTS once again and if I do get CLB 9 somehow, I do stand a chance to I bring up my score to the 470's.

However, having frustrated myself for the past year, I am thinking of Masters program in Canada.

What will be a better option? Try to improve on my score in Express Entry....OR....go for another Masters?

That's a very expensive route mate. You still have a couple of easier and less expensive options

1. Check if you qualify for Ontario provincial nomination. If yes, delete your EE profile and recreate a new one to stand a greater chance of being sent an interest letter. Keep a closer eye on other provinces' nomination that accepts lower crs score, Prince edward island, nova scotia, saskatchewan, etc
2. Resit for your IELTS and aim for a CLB of 9, which should not be impossible for an applicant with a US masters degree. What's your last score by the way?

First of all going for masters and getting PR is not the same things. And masters is gonna cost u a lot (unless that is not an issue). I will suggest to improve ielts score. With 470 u will receive ITA for sure.
If u read the details under first headline in the news section, it says that 2016 will see the decrease in score (Obviously not a sure thing but something to think about).

I admit it certainly is an expensive option but again when you have the frustration levels up you are just ready for anything.

1. Living in India, what are my chances of getting accepted for the Ontario PNP?

2. Scored an 8.0 band the last time. L-8.5, R-8.0, S-8.5, W-6.5. Fell short on Writing by a mere 0.5!

Yes, it's an expensive option...no doubt! But can you tell me if it does give me a certain amount of certainty of getting a work permit and eventually a PR?

Well improving Ielts is a sure way for u to get it in near future, providing there are no other flaws in ur profile which might get your application rejected.
On the other hand masters leading to work permit leading to PR is a sure way too based on current rules but who knows what new policies will be enforced in future when u r applying for PR.
I would not base my hopes on long term plans , with refugee influx the immigration laws change everyday. (Experinced that in England and now in Denmark too).
I wud say go for ielts (u have good score in other modules, u'll be able to improve in writing too) and in a couple months u will know if u have improved ielts otherwise masters option is always there. Leave all doors open.
