Express Entry in CEC category - For people with ICT work permit

Hi Friends,

I am really concerned and confused with the profile creation in the EE category.

I will be completing 1 year of working in Canada, by end of Feb 2015. I am an IT professional employed with an Indian MNC and working on an ICT work permit. Have a few questions which i want to clarify:

1. If i want to apply in CEC, when can i create the profile? Should it be created only when i complete 1 year (i.e. end of Feb 2015) or can i start creating before that date?

2. ECA needed? I read on cic website that if we are applying in CEC and want to get the points for foreign education then i have to get the ECA done. Also i am planning to apply PR for my Wife as 2nd applicant.
a. In this case if i mention my foreign (Indian) education then i can't get the points with ECA???
b. For my Wife also i need to get the ECA done to get the points??

3. Do i need to create an account in the Job bank portal even if i am working on an ICT work permit?

you can create your profile in express entry and later as and when you complete one year of experience in canada you can update that.

ECA is needed.
