Hello there ,
Can anyone advise whether we still still need to do the IELTS if we have lived in uk for 15 years and have a degree taught in English language.

As a native English speaker, it is a very strange experience but necessary. I have done it twice now. As an aside, I would recommend doing at least one listening and reading test, even if you are 100% confident in your English ability. I found that i tended to over-think some of the questions first time around so going through a trial run will let you know the level that is expected.

Even people who have lived all their life in UK need to give IELTS

Every single primary applicant needs to take IELTS and/or TEF. Regardless of your level.
Canada's way of being fair to every one in this matter.

But if you are a secondary applicant (i.e Spouse, Common-Law partner) it's not mandatory.

Yeah now it is compulsory but I remember in the past PR system (Not EE applications but FSW PR system) if you were a native English speaker CIC didn't require IELTS but if they felt the need they would request an interview to ascertain your language.....Few of my friends had interviews this way and never did any IELTS...
