I made my Express Entry profile back in September 2015 with a total CRS score of 391.

Long story short,

1---I am married, No children
2---Masters degree (with ECA of course ) and a Bachelors for the Missus (No ECA yet).
3---CLB 8 in Listening and 9 in rest. Missus has CLB 9 in all.
4---6+ years of experience
5---Wife's uncle is a Canadian citizen.

Is it just me or is everyone experiencing that EE prefers candidates who have Canadian work experience or a Canadian qualification?

I know I can increase my chances by finding a job through the Job board, I have been applying since September but with no luck, employers seem to prefer candidates who are already in Canada.

Provincial nominations for BC, Alberta and Ontario also require you to have an offer of employment.

Is there anything I can do to increase my score to 450+ ?

A: It's your wrong notion that Canadian work experience is preferred over others. For EE ITA what matters is the CRS Score and nothing else. So take that thought out of your mind first.

A: Again No, It's almost impossible to get a job through job bank. Through other professional/personal connections yes, you can keep trying for that. All the best to you. Yes, all employers prefer candidates who are in Canada or have a WP.
Provincial nominations for BC, Alberta and Ontario also require you to have an offer of employment.
A:Yes BC & Alberta require job offers, but ON No, It only requires CRS>400 with Bachelors.
Is there anything I can do to increase my score to 450+ ?
A: Easier said than done but you can try to retake IELTS to improve your listening CLB to 9, as that contributes most to your CRS than any other sections. Get your wife's ECA done to gain further points
All the very Best!

I don't think that's right- I have zero Canadian work experience and qualifications, and I already have a PNP. Really, it all comes down to your CRS.

I know I can increase my chances by finding a job through the Job board, I have been applying since September but with no luck, employers seem to prefer candidates who are already in Canada.

Really, using Job Bank to find jobs until you are in Canada, or a few weeks away from being there, is futile- most jobs posted, after all, need someone to join either immediately, or within a week or so.

Provincial nominations for BC, Alberta and Ontario also require you to have an offer of employment.

I have an Ontario PNP, and I can tell you it does not require you to have any employment. it doesn't even need you to have any relation or connection to Ontario. It is the easiest and most liberal PNP that there is.

Is there anything I can do to increase my score to 450+ ?

There are three options- retake the IELTS, get an 8.5 (or above) on everything in IELTS; develop and exhibit French proficiency; look into applying to SINP (generally, they just require your NOC to be on their 'In Demand' list, iirc)
