I believe you want to do IETLS and education verification (ie: WES) before you do anything else. You need both these to confirm you are eligible.

you would need to enter the IELTS scores in your EE profile .i mean you can still start with EE profile but in order to complete your EE profile you would need IELTS SCORE.

Isn't there a time limit to complete EE profile after opening it - like 60 days? Or is that just from submission?

i wish i had an answer to that , but i would not leave it open pending for 30+ days.
