Express Entry (Federal Skilled Worker) for Quebec: is it easier? Worth a shot? Any catch?

Hello,

My friend (a foreign citizen from a non visa exempt country) is currently here in Canada, holding a Post Graduate Work Permit (PGWP) that will expire on 27th April 2018 (so, 16 days from today).

In July 2017, she took IELTS, with the following scores:
listening 8.5, reading 8.5, writing 5.5, speaking 7.0

In February, she took IELTS once more, with the following scores:
listening 7.0, reading 9.0, writing 6.5, speaking 6.5

Finally, she took CELPIP on 6th April, and she'll only know her results this coming Friday 13th April.

She doesn't know whether she will pass her CELPIP. She plans to apply for Express Entry via the Federal Skilled Worker stream (she'll submit her foreign work experience), because her Canadian workplace doesn't have a Canadian office (hence she can't apply via the Canadian Experience Class). And I believe that all 4 components of her CELPIP will have to be 9?

Anyway, given that timing is really tight (again, her PGWP is expiring on 27th April. After that she'll have to go back to her home country right?) she's thinking about applying to Quebec instead, because she heard it's easier since they have lower point (CSR?) requirements.

What do you guys suggest? Is it really easier to apply to Quebec? (She knows zero French by the way) Is it worth a shot? Are there any catch?
