All the information provided so far and the criteria itself have very little context on people already in Canada, especially for those already on a job. There is a big discussion over in the EE/EOI forum about PGWP onto EE.
I believe it's much worse off for CEC people, because many of us don't need LMIA under the old rules, and now we do. That means no 600 points even for a perm term, NOC 0,A,B job but no LMIA/LMO. (*1) We can get into the pool without it, but chance of getting selected for ITA are slim.
We are now competing with TFW/FSW/FST in the same pool who already have LMO that can carry over and get the extra 600 points. No one knows how big is the competition, but since those without the 600 points are not going in until all with 600 points do, let's consider no 600 points = no ITA.
For foreign students, apparently it's becoming impossible for stay after graduation. Getting a full-time, permanent job is already hard (contracts/temporary won't matter anymore). (*2) Getting LMIA (Meaning having a prevailing wage, rather than minimum wage, and proves on unable to hire Canadians) is even harder.
The bright side is CEC will get much more intake than 2013/14: 21k-23k (*3)
Things should clear up when the first draw result releases. (1st draw is happening in end of January)
(*1) Although CEC people needs LMIA makes no sense to my limited knowledge and guidelines for us are rather vague, without further information, I am considering LMIA is required for the extra 600 points for worst case scenario.
