Express entry confusion

I heard that if someone submitted his application before they apply the express entry system on May 2015 and he didnt get a reply before May'15 , that means he has to apply again using the express entry.. Is that correct?

Express Entry starts January 2015. If your application reaches CIC by December 31st, 2014, it will be processed under the 2014 rules.

I already got my UCI number last Nov. so that means it'll be processed as the old rules ! thats great to know..Thanks

I wanna clarify something else, i didnt send my police clearance cert. yet, should i wait for them to ask for it or should i send it to the visa office since i got my UCI already?
