Is it mandatory to have an offer of indeterminate, full-time employment in a NOC skill level 0 (this is a zero), A, or B occupation from an eligible BC employer?

I currently reside in India, applied for express entry profile with spouse.
Qualification : Diploma + B.E
IELTS: CLB7
CRS: 359
NOC: 2171
NOC Spouse: 2172
Job offer: None

Please suggest which category do i select to apply for PNP.
