Do couples have to apply for express entry and ECA separately or one person gets to apply and the other person will be dominant. If he is the primary, will I have to take IELT and ECA assessment. Thank you

Each person can apply as principal applicant with the other as accompanying or non accompanying. Dependant doesn’t have to take IELTS or ECA but score may be lower.
