Express Entry and then Study Permit

Someone has an Express Entry profile with a low score, time passes by and gets no ITA.
Is it possible to apply for a study permit having an Express Entry profile? Will the officer have access to Express Entry candidates? Should that profile be removed or set to inactive status? Would that Express Entry record be a red flag and cause a rejection?

Yes. EE is red flag for applicant applying for TRP. You already have intention of moving to Canada permanently, now you need to overcome that in your SOP
