Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on February 27, 2015 and ending on February 28, 2015 is: 1187

Required rank

(2) Foreign nationals who, on February 27, 2015 at 23:59:51 UTC, have been assigned a total of 735 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.

They're currently valuing people with jobs in Canada already over those with the skills/capability to improve the Canadian labour force.
With the recent bar set at 735 points, that means people were picked that (taking away LMIA/PNP) scored 135. i.e. poor education, skills transfer, and/or language.

The gov may say that it's due to integration, people with existing jobs will integrate easier.
If I were being cynical I'd say it could just be about money, people with existing jobs = tax payers.

However they've been pretty transparent that EE is a mechanism to try and help those working in Canada get PR.

With the latest at 735, I'd think surely they must be starting to select from the non-LMIA/PNP candidates very soon.

not really, I'm quite sure the majority of people having jobs are those without LMIA, which was assigned 0 point in this system
