Completed in summer of 2013
Made my application hoping to get FSW as I qualify but got rejected for it and accepted for CEC. I'm not sure I have the full 12 months experience for the CEC and I'm better suited to the Federal Skilled Worker route. I went back in to amend something on my express entry application to make sure it was alright. I accidentally removed my Canadian experience and saved that. I was then rejected altogether!

I'm locked out and need to do a second application I assume?

It asks if I was ever rejected for Express Entry before and asks for the application number. I assume it's fine to say yes and state the application number. Has anyone any experience with this?

The answer is no. You never submitted a complete application hence you were never rejected, you were only ineligible.

Excellent. I just got a screen that said I met the CEC minimum criteria but when I deleted something in error it threw me out saying I no longer met the criteria.. which was technically true since I deleted my experience by mistake.. Thanks for your help!
